If we compare this increase to the Employment Cost Index (ECI) for benefits increases in 2011, that percentage was only 2.1% for state and local government workers (Bureau of Labor Statistics). It is not clear why the Canandaigua benefits increases are 5x those of the ECI.
The annual increases in benefits in the Canandaigua School District significantly outpace the employment cost index numbers for state and local government workers.
